Ms. Elsie Leung was the first Secretary for Justice of the HKSAR from 1997 to 2005 and the former Deputy Director of the Hong Kong Basic Law Committee of the Standing Committee of the National People’s Congress of the PRC. She is a practicing solicitor and the Independent Non-Executive Director of several listed companies.
